When a funder commits large-scale financing to a government, institution, or project company, the committed funds are held in a segregated account by a licensed escrow agent or partner bank, and CHGWB administers their release in tranches as agreed programme and disbursement milestones are met. The funder deploys capital only against verified progress; the recipient knows the financing is committed and in place.
